ABOUT THE ROLE

Citadel CPM is in search of a highly experienced Contracts Manager to join our team. In this role, you will spearhead contract negotiation and management initiatives, ensuring adherence to legal regulations and Client protocols while also facilitating effective communication and collaboration among stakeholders to drive successful outcomes.

ABOUT YOU

You are a seasoned professional with a strong background in contract negotiation and management, adept at ensuring compliance with legal requirements and Client standards while fostering positive relationships with suppliers and stakeholders. Your expertise encompasses drafting solicitation documents, providing guidance on procurement procedures, and collaborating effectively with cross-functional teams to achieve organizational objectives.

BASIC QUALIFICATIONS

  • Lead negotiations for new or revised agreements and statements of work, prioritizing clarity and comprehension in procurement documents, agreements, and contracts, all while upholding Client standards and legal mandates.
  • Oversee and manage contractual obligations, conducting ongoing reviews to guarantee compliance with terms and conditions, uphold positive customer relations, and advocate for the Client’s.
  • Communicate with suppliers and service providers on contract terms and manage dispute resolution as well as monitor supplier and service provider performance.
  • Analyze modifications' impact, prepare recommendations, and advise management on contract commitments and performance.
  • Communicate contract status, compliance, and modifications to department directors/managers.
  • Review the contract scope related materials; provide guidance to programs in drafting solicitation documents, such as request for proposals (RFPs), documented quotes (DQs), and sole source justifications.
  • Ensure alignment among proposal narrative, scope of work, evaluation criteria, contract, and other procurement documents.
  • Collaborate with stakeholders to understand the scope of work and develop contract language for deliverables and program requirements.
  • Offer procurement and contract guidance to staff, project managers, and other stakeholders involved in contracts.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS

  • Great oral and written communication skills.
  • Strong experience facilitating meetings.
  • Proficiency in conducting thorough research, interpreting relevant laws, and analyzing court opinions pertaining to procurement and contracting.
  • Knowledge of governmental purchasing and contract administration including State of California statutes.
  • Demonstrated ability to prioritize workplace safety, adhere to safety protocols, cultivate safe work practices, utilize necessary safety gear, and promptly report any unsafe conditions to the designated administrator.

EDUCATION REQUIREMENTS

  • Graduation from a recognized college or university.

ADDITIONAL REQUIREMENTS

  • Experience in public contracting in the construction and engineering sector.
  • Experience in State, Federal, or municipal contracting.
  • Bilingual oral and written communication skills preferred.
  • 7 years full time paid professional experience managing and or administering public procurements and contract. Experience in JOC, design-build, and design-bid-build public contracting.

In compliance with the local law, we are disclosing compensation, or a range therefore for location where legally required. Actual salaries will vary based on several factors, including but not limited to external market data, internal equity, location, licenses, skill set, experience and/or performance. Base pay is only one component of Citadel’s total compensation packages for employees.

The pay range for this position is $140,000 - $170,000 salary per year.
