The project includes the construction of a grade-separated interchange at the existing signalized intersection of Commerce center Drive and State Route 126, new on-ramps and off-ramps on Commerce Center Drive and Henry Mayo Drive, the widening of State Route 126, the installation of new traffic signals, and the realignment of Henry Mayo Drive.

Construction was planned to progress in 6 distinct stages.
